MPs Demand Serious Fraud Office Investigation into UK Home Insulation Sector
Members of Parliament have called for a thorough investigation by the Serious Fraud Office into the UK's home insulation sector, following a series of devastating consequences for thousands of homeowners. The "Eco4" and "Great British Insulation Scheme" initiatives, both launched under the previous Conservative government, have resulted in widespread damage, financial losses, and prolonged disruption for homeowners.
Over 30,000 households have been affected by severe defects, including mold, water damage, and structural issues. Approximately 3,000 homes are so severely damaged that they pose immediate health and safety risks to their occupants. The external cladding installations, which affected around 23,000 homes, were particularly vulnerable, with 98% requiring repairs.
The public accounts committee of MPs, in a scathing report, recommended an investigation into Eco4 by the Serious Fraud Office and a comprehensive overhaul of the government's approach to home insulation. Geoffrey Clifton-Brown, the committee's chair, described the situation as a "catastrophic fiasco," blaming the scheme's operational flaws and the lack of communication and swift action from various organizations.
Clifton-Brown emphasized the potential long-term health and financial risks faced by thousands of homeowners, calling for urgent measures to address the situation. The committee's findings revealed that the Eco4 scheme had the highest failure rate in the chair's 12-year tenure, with the Department for Energy Security and Net Zero and other government agencies criticized for their delayed response.
The Labour government now faces the challenge of rectifying the damage, with additional costs estimated to be in the billions. Despite a "find and fix" strategy, progress has been slow, with only 3,000 homes repaired by October, according to the National Audit Office. Jonathan Bean, a spokesperson for Fuel Poverty Action, urged the government to prioritize immediate repairs and a public inquiry into the scandal.
The Eco4 scheme, designed to provide subsidized insulation to vulnerable individuals and low-income households through energy bill increases, has faced criticism. Insulation companies' guarantees have proven unreliable, with some firms folding, leaving homeowners to bear the burden of costly repairs. The committee identified a case where repairs exceeded Ā£250,000, though most bills ranged from Ā£250 to Ā£18,000.
Furthermore, the government's "Warm Homes Plan" has faced scrutiny, with a reduced target for heat pump installations from 600,000 to 450,000 annually. Experts warn that this could hinder the UK's progress towards its carbon emission reduction goals. The government, however, defended its decision, asserting that the target is achievable with adequate funding and policies.
